The Agricultural Consulting Office operates in accordance with Law No. 7 of 1997, the Law on Scientific and Consulting Services in Iraqi Higher Education and Research Institutions:
Based on the provisions of Paragraph (a) of Article 42 of the Constitution:
Article 1:
First – A – Universities, colleges, the Technical Institutes Authority, and institutes and centers affiliated with the Ministry of Higher Education and Scientific Research may, based on a feasibility study, a decision by their respective councils, and the approval of the Minister of Higher Education and Scientific Research, establish specialized or multidisciplinary scientific and consulting service offices, provided the necessary resources are available.
B – The provisions of Paragraph (1) of this clause shall apply to the establishment of a legal consulting office in a College of Law, as an exception to the provisions of Articles 22 and 34 of the Lawyers Law No. 173 of 1965.
Second – The office possesses legal personality and enjoys financial and administrative independence to undertake legal actions to achieve its objectives. It is represented before the courts and other entities by its director or their designee.
Article 2
The office undertakes the following:
First – Providing consultations, services, and scientific, technical, and training expertise to government departments, the public, mixed, and cooperative sectors, and any activity the Minister deems beneficial to the private sector, in return for reasonable fees.
Second – Providing its services and expertise to citizens at reasonable prices.
Third – Contributing to raising the standards of professional practice in Iraq.
Fourth – Enhancing the expertise of faculty members and technicians in professional and applied fields.
Fifth – Exchanging expertise with similar offices and relevant entities within and outside Iraq. * Vision, Mission, and Objectives of the Agricultural Consulting Office:

To be a leading platform for bridging scientific research and agricultural application, effectively contributing to the development of the Iraqi agricultural sector and providing sustainable solutions that address emerging challenges and developments (economic, environmental, and technological) locally and regionally.

To provide distinguished agricultural consulting services of high scientific and technical quality through:
* Translating and applying agricultural research findings to practical field applications.
* Supporting Iraqi farmers, agricultural institutions, and private sector partners with science- and technology-based solutions.
* Enhancing human resource capabilities through specialized training, workshops, and consultations.
* Contributing to sustainable rural development, preserving the environment and natural resources, and improving food security.
* Objectives:
1. Developing and providing consulting services in agricultural fields (production, crop protection, water resources, post-harvest technology, irrigation, soil, etc.) that meet the needs of farmers and agricultural institutions.
2. Translating agricultural research findings and innovations into practical, field-applicable technologies and disseminating them within the agricultural community.
3. Establishing partnerships with the public and private sectors, farmers, and civil society organizations to exchange knowledge and support the implementation of sustainable agricultural projects.
4. Organizing training, qualification, and capacity-building programs for agricultural sector workers (farmers, laboratory technicians, agricultural engineers, students, etc.) to enhance local expertise.
5. Developing feasibility studies and agricultural investment projects, and supporting agricultural extension services and agricultural entrepreneurship.
6. Contributing to environmental protection and the conservation of natural resources (soil, water, biodiversity) by promoting sustainable agriculture and environmentally friendly farming practices.
7. Supporting universities/colleges in fulfilling their three missions (education, research, and community service) by providing agricultural technical consultations and advice.
8. Measuring impact and improving performance through clear indicators (such as the number of projects implemented, the number of farmers trained, increased productivity or reduced costs for farmers, and the number of partnerships).
